The Iowa Department of Inspections & Appeals Central Office is looking to fill a Health Facilities Surveyor - Specials Services Bureau - ICF/ID to assist the state.

Incumbent(s) will be domiciled in the county in which they reside, this position can be located in any region. Position will have a domicile within Iowa (based upon location of chosen applicant) with in state travel. Travel may include overnights.

Position Definition:

Surveys, monitors, and evaluates health care/treatment facilities or providers to determine degree of compliance with departmental, state, and/or federal standards for a health facility or organization licensed by the state or certified by the government and documents all deficiencies noted; performs related work as required.

Position Description:

The Department of Inspections and Appeals – Health Facilities Division, Specials Services Bureau has an Intermediate Care Facilities/Intellectually Disabled (ICF/ID) position available. The ICF/ID unit of the Special Services Bureau is responsible for completing annual surveys and complaint, incident and abuse investigations at 139 ICF/ID facilities statewide.

This position is responsible for performing on-site surveys, complaint investigations and revisits as assigned for the purposes of capturing pertinent facts and information relating to the state licensure and federal certification procedures. Prepares accurate reports of all matters relating to surveys for licensure, complaint investigations, federal certifications and revisits so that a determination can be made regarding licensure or certification by collecting analyzing and communicating data from observations, record reviews and interviews of service providers.

Incumbent must be able to communicate in a professional, courteous, non-intimidating and objective manner with all individuals encountered. Responsible for recognizing problems, situations and concerns where assistance, clarification and/or intervention is needed from other sources within and/or outside of the Department. Responsible for participating in the adverse action process by providing detailed information that is documented thoroughly to support the adverse action recommendation.

Must be able to keep abreast of current trends, developments and changes in areas of program responsibility by attending approved courses for CEU's as appropriate. Must be able to incorporate updated state and federal changes in the overall survey process.

This is a full-time, 40 hours per week - Monday thru Thursday. A criminal history and abuse background check will be conducted prior to an offer of employment.

Selectives

580 Qualified Intellectual Disabilities Professional (QIDP)

Applicant must meet federal requirements for being a QIDP – Registration as a Nurse or a minimum of a Bachelor's Degree with a concentration of study in a human services area (e.g., Psychology, sociology, gerontology, anthropology, etc.) and at least one year of direct hands-on experience working with people who have intellectual disabilities.

Minimum Qualification Requirements

Completion of an educational program in professional Nursing and registration as a nurse or graduation from an accredited college or university with a Bachelor's degree with a concentration of study in a human services area (e.g., psychology, sociology, gerontology, anthropology, therapeutic recreation, rehabilitation, or a similar area related to provisions of services) and experience equal to three years of full-time professional work;

OR

completion of a Pharmacy degree, a Master's degree, or advanced degree above the Master's level in a human services area at an accredited college or university, and experience equal to one year of full-time professional work;

OR

graduation from an accredited college or university with a Bachelor's degree and three years work experience in health administration; in a clinical substance abuse program; or in a regulatory program which involves the surveying and evaluating of situations, conditions and operating procedures of health care/treatment facilities;

OR

certification as a rehabilitation counselor by the Commission on Rehabilitation Counselor Certification plus specialized training or experience equal to one year of full-time professional work in a nursing, treatment, or habilitation program for intellectually disabled clients;

OR

an equivalent combination of education and experience substituting one year of the above specified experience for one year of the required education;

OR

thirty semester hours of graduate course work in public, business or health administration, in the health field or social work, counseling, or rehabilitation from an accredited college or university may be substituted for each year of experience to a maximum substitution of two years.
