  • Directs all aspects of the Quality Management, Risk Management, Infection Control, and Patient Safety programs.

  • Provides consultation, education and direction to all staff to assist them in meeting their quality improvement and risk management goals.

  • Responsible for continual hospital-wide accreditation survey readiness.

  • Facilitates and/or leads key hospital committees and meetings (i.e. Peer Review, Quality Council, Infection Committee, Safety Committee, Safe Patient Handling & Mobility/Falls Committee, Patient Family Advisory Council, and more.

  • Responsible for overall implementation and performance of Safety First Program including, but not limited to, Daily Safety Call, IRIS incident report tracking, Safety First training for new employees and leaders, Rounding to Influence and more.

  • Responsible for developing and implementing action-oriented plans to meet CRIMP goal and initiatives.

  • Collects, analyzes and prepares action-oriented plans and reports to leadership and medical staff relative to quality improvement initiatives and outcomes, patient complaints, department QAPI plans, Safety First program initiatives and outcomes.

  • Evaluates and prepares action-oriented plans relative to CMS quality initiatives and reporting .

  • Recommends and facilitates process and/or policy changes related to Quality reporting and outcomes.

  • Provides supervision of staff, directs activities and performance improvement initiatives of Risk Management and Quality departments.


  • Provides consultation and facilitation toall departments regarding QAPI.

  • Demonstrates strong knowledge and servesas internal expert of regulatory and quality organizations/initiatives. Thesemay include but are not limited to National Quality Forum (NQF), Centerfor Medicare/Medicaid Services (CMS), Department of Inspection and Appeals(DIA), National Patient Safety Goals (NPSG), Agency for HealthcareResearch and Quality (AHRQ), and other local, state or nationalorganizations as appropriate.

  • Leads effective process forimplementation, review, revision and retirement of hospital-wide policiesand procedures.

  • Reviews, classifies and evaluates trendsin patient incidents

  • Facilitates risk management activities forthe hospital including leading risk classification and Safety First riskinitiatives

  • Ensures regulatory and system qualityreporting requirements are met as well as quarterly validation rates fromCMS.

  • Actively participates in the investigationand evaluation of patient claims and complaints.

  • Directs collection and provision ofaccurate data to the credentials committee regarding physicianperformance.

  • Directs preparation of quality reports forLeadership Team and Board of Trustees at least quarterly and as needed.

  • Facilitates Quality Committee and othersub-committees (i.e. Legionella, Antimicrobial Stewardship, etc.) andprovides analysis of trends and data presented

  • Provides all new employees withorientation to Quality Management/Risk Management (QM/RM) responsibilitiesof the hospital.

  • Keeps CNO and CEO informed of thehospital’s QM/RM activities on an ongoing basis.

  • Continually evaluates the hospital’s QM/RMprogram and makes necessary changes.

  • Directs update of Hospital QAPI Plan atleast annually

  • Oversees hospital Infection Controlprogram to ensure all regulatory requirements are met and effectivesurveillance and process improvement occur for all hospital departments.

  • Demonstratesprofessional judgment concerning patient care delivery

  • Utilizes advanced critical thinking, problem solving,deductive reasoning and analytical skills

  • Demonstrates ability to lead process change involvingnursing, medical, and clinical staff.

  • Demonstratesability to communicate professionally and assertively with a variety ofcustomers including but not limited to, physicians, patients and families,co-workers and insurers.

  • Appropriatelystaffs department based on needs and average daily census of inpatients.Responsible for the recruitment, hiring and ongoing evaluation ofdepartment staff members.

  • Reportsthe activities and functions of the department to administration and toother agencies as required.

  • Budgetsfor the required resources and expenditures to perform the activities andfunctions of the department.

  • Responsibleto ensure regulatory requirements are met in relation to Environment ofCare, hospital-wide quality reporting and outcomes, Non-discrimination,some Patient Rights, and surveyor regulationsfor MercyOne Newton MedicalCenter.

QUALIFICATIONS: Requires knowledge of healthcare quality management (performance improvement) and risk management. Must be knowledgeable regarding the principles of quality improvement tools and techniques, and basic statistics. Must possess proven communication, facilitation and teaching skills. Demonstrates the ability to establish and maintain an effective working relationship with all customers including facilitation of process improvement teams. Performs all duties in an independent manner, without need for direct supervision. Demonstrates effective organization and planning skills.

Provides expert consultation and is a role model in regards to the cultural aspects of QAPI (Quality Assessment & Performance Improvement) at MercyOne Newton Medical Center. Meets MercyOne Newton’s Approach to the Quality Improvement plan.. Requires strong computer skills including Excel and Powerpoint.

EDUCATION : Bachelors degree in Nursing or related field required; Masters degree in Nursing or related field preferred.

EXPERIENCE : Requires a minimum of three (3) years experience in health care leadership role within the last five years.. Progressive experience in Quality Management and inpatient care coordination programs preferred.

LICENSURE : Current license as a Registered Nurse from the State of Iowa required or eligible to be licensed in the State of Iowa.
