Responsibilities

This position is being filled under the Pathways Internship Program. The program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with paid work opportunities in agencies to explore Federal careers while still in school. The Internship provides managers a ready source of student employees and potential permanent employees upon completion of the program requirements. It also provides the student with work experience directly related to the curriculum studies or career goals while offering eligibility for non-competitive conversion to permanent employment upon completion. The following is a brief description of duties: Drawing blood from patients for requested laboratory tests, including special drawing techniques used for such tests as fingersticks, and plasma free hemoglobin. Upon completion of drawing, incumbent routes specimens to the designated sections and initials all requests. The following additional duties are performed as assigned: spinning and pouring off sera, hematology draw offs setting up of the bacteriology bench planting cultures. Work Schedule: 16 Hours per week scheduled, Monday - Friday, between 7:30 and 4:30pm. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2020. Internship Program: To be eligible, applicants must be accepted for enrollment or currently enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis as defined by the institution in which you are enrolled. You may qualify based on education and/or experience as described below: GS-04 To be eligible for the GS-04 level, you must have successful completion of 2 years of study that included at least 12 semester hours in subjects related to this position. General Experience: Is defined as progressively responsible clerical, office, or other work that indicates the ability to preform the duties of a student trainee. Examples of general experience include customer service experience or experience following safety procedures. You will be rated on the following Competencies for this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Both hands required, near vision correctable at 13" to 16" to Jaeger 1 to 4, and ability to distinguish basic colors.

Additional Information

You are excluded from health benefits coverage if you are expected to work less than 130 hours per month for at least 90 days. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
